Parliamentarian

Two possible changes to Article III of the By-Laws were initiated.

Discussion of the following change to Section 1 was held:

Change the eligibility conditions for membership, specifically expanding eligibility to letting people with some connection to Southampton, i.e. grew up in Southampton or have relatives who live in Southampton. We could also consider voting on a case-by-case basis.

Key thoughts were:

1. Perhaps rather than expand boundaries, we should adopt a case by case approach based on personal connection to Southampton. This should have a formal procedure and guidelines.

2. Perhaps it does not make sense to exclude those who express interest.

3. Consideration for growing too large should be taken.

4. We may want to explore how other clubs manage membership.

No further discussion/ objection to the following change to Section 2 was required, thereby advancing it for write up and formal approval at the March meeting.

Eliminate the requirement of voting by deleting the last sentence in Section 2. However, if we add considering individuals outside of bounds of Section 1 for membership we would have to vote on them.

Federation

Parliamentarian

A vote was taken and the motion passed on the following proposed changes to Article III, Section 2 of the by-laws:

Section 2: Prospective members shall have attended three (3) meetings within a twelve-month period and shall then be sponsored by three members. Qualifications shall be presented, in writing via letters or email by the sponsors to the Membership Chairman. The Membership Chairman shall present the new members to the club at the following meeting.

The following change was presented for consideration and will be further discussed at the May meeting:

Section1: Membership shall be drawn from territory bounded by the following streets: Bissonnet, Mandell, Rice Blvd. and Kirby Drive. An active member moving out of this area may retain full membership.

Rather than deciding how to change the boundaries the following change has been suggested:

Section 1: In exceptional cases an individual not living within the prescribed boundaries but who has a strong interest in joining and participating in club activities could be proposed for membership. They would have to fulfill the requirements of Section 2 and in addition their admission would require an affirmative vote of two-thirds of the members present. The vote to accept the new member shall take place after the third meeting and the proposed member should not be present during the meeting.
